Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $28.07 - $33.53/hr. The full salary range for this position is $28.07 - $48.28/hr Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary Of Job Duties:

Serves as primary contact for academic and staff employment and payroll issues. Manages personnel activity in a confidential and professional manner for the Marine Science Institute. Must possess a thorough knowledge of all Academic, Staff & student employment processes and policies at UCSB in order to advise Principal Investigators and Supervisors in the management of staff. Performs complex administrative analysis with only general supervision. Analyzes problems fully, gathers data and information, evaluates solutions and either implements decision or makes a final recommendation. Collects, summarizes and analyzes work flow data. Makes recommendation to Personnel & Payroll Unit Manager on procedure changes and implements as necessary.

Required Qualifications:

  • Working knowledge of Academic, Staff and student employment processes, policies and procedures. Knowledge of financial data management and reporting systems. Ability to conduct complex analysis. Strong interpersonal skills, service orientation and critical thinking.
  • Ability to apply and interpret campus and system-wide staff and academic personnel and workforce administration policies and procedures.
  • Ability to handle multiple tasks in a high volume environment, with frequent interruptions. Ability to adapt to changing priorities. Must be able to maintain a high level of confidentiality. Must be detail oriented with a high degree of accuracy.
  • Must be able to function effectively as a member of a team and interact in a professional manner with a wide range of campus units.

Preferred Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training
  • 1-3 years HR/Personnel experience

Job Functions And Percentages Of Time:

50% Academic Personnel Coordinator

  • Works directly with Principal Investigators, Professional Researchers, Project Scientists, Postdoctoral Researchers, Visiting Scholars, and the MSI Budget and Contracts & Grants Managers to collect information, analyze, advise and implement Academic employment for MSI.
  • Possesses thorough knowledge of Academic "Red Binder" and all relevant procedures and policies to academic appointees. Consults with Academic Personnel, Office of Research, Office of International Students & Scholars and the Affirmative Action office as necessary to research and resolve academic appointee issues.
  • Works collaboratively with MSI's Budget and Contract & Grant Managers to ensure compliance with employment for the numerous funding agencies and their unique restrictions. Uses E-Verify as is required for federal contracts or subcontracts that contain the Federal Acquisition Regulation clause.
  • Computes summer salary for Principal Investigators and verifies approved funding. Coordinates with other departments to ensure that personnel activity conforms with other affected department's needs and requirements.
  • Oversees Graduate Student Researcher (GSR) appointments. For exceptional appointments, coordinates with graduate student's home department/faculty advisor to secure approval. Coordinates with Graduate Division, as needed. Works closely with P.I.'s to provide strategies related to maximizing cost benefits to their awards related to graduate student fees. Updates Graduate Student Fee Remission system (GSFR) to ensure student fees are paid prior to deadline. Coordinates GSR, Graduate Division Matching Funds, and fellowship activities within MSI and across multiple departments.
  • Preliminary review of promotion case material. Works with Personnel Unit Manager to prepare all merit and promotion cases for academic employees

25% Staff & Student Employment Coordinator

  • Implements the staff and student employment activity for assigned Principal Investigator's. Advises Principal Investigator's on University policies and procedures regarding recruitment, classification levels, hiring, payroll, benefits eligibility, merit and range adjustments, dual employment, overtime compensation, and work study. As the employment primary contact, ensures departmental compliance with internal, campus, state, and federal employment practices. Must have knowledge of INS, Department of Labor and Social Security requirements. Possesses thorough knowledge of all procedures, policies (unrepresented employees), and union agreements (AFSCME, CUE, TX, RX) relevant to staff employees.
  • Meets directly with Principal Investigators and in conjunction with the department contract and grant administrators to discuss, analyze, advise and implement staff and student employment needs and restrictions inherent to the fund sources MSI administers. Analyzes, advises and coordinates necessary actions with other campus departments who frequently share appointments with the same employees.
  • Refers layoff and disciplinary situations to Personnel Manager.

15% Payroll Leave Accrual, Record Administration

  • Projects all personnel transactions in the department financial system (GUS). Verifies the integrity of payroll and benefit information posted to the financial system.
  • Audits all timecards for proper calculations of vacation, sick and overtime and accurately and timely processes MSI's payroll to the campus payroll system (UCPath), verifying percentages, benefits eligibility, visa criteria, and funding information. Oversees federal effort reporting requirements for individuals compensated by, or have contributed time to, a federally sponsored project. Audits personnel data and independently reconciles discrepancies. Provides training and oversight to Principal Investigators in regard to certification of effort reports using the ERS (Effort Reporting System). Reports leave time electronically using Complete and PPS. Maintains up-to-date knowledge of UC policies and union agreements relating to FMLA, overtime, vacation leave, sick leave, leave without salary, worker's compensation, and campus time-reduction programs.
  • Serves as department benefits specialist and coordinates and informs academic personnel, staff, & student employees with benefits information.
  • In cases of work-related injury, coordinates with P.I. regarding worker's compensation incident reporting, medical treatment authorizations, and medical facilities. Coordinates with Environmental Health & Safety, Human Resources, P.I., and injured employee, as needed, regarding worker's compensation benefits.
  • Provides guidance to P.I.'s on the completion of worker's compensation registration forms for volunteers. Instructs P.I.'s regarding the activities and individuals who must complete Waiver of Liability forms.

5% Special Projects

  • Special Projects/Benefits Analysis

5% Fellowship and Traineeship Activities

  • Responsible for all forms of non-payroll compensation. Evaluates requests and determines appropriate form of compensation (graduate and undergraduate fellowships, graduate division match funds, participant's costs, etc.) Works closely with Human Resources, Business Services, Financial Aid, and Accounts Payable to ensure that compensation is nonpayroll and meets federal and state legal requirements.
